do I need to pay tax on 2nd job if still under my personal tax allowance?

Hi, I currently work 15 hours per week and earn just less than £7k. My tax code is 1060L so I don't pay any tax.

I've now been offered a 2nd p/t job with another company earning approx £2k p/a.

If I take the 2nd job, although I'll still be earning less than my personal allowance, will I be taxed? Obviously I won't have a P45 to hand the new employer so is there a different kind of form I need to get from the tax man. Also, will I need to start paying NI?
