Experience? OK, so mine was 15 years ago, but there would be a project manager who liaised with the senior users (client), set the strategy, allocated tasks and deliverables and was responsible. The project co-ordinator ensured the smooth running, organised meetings, ensured documentation was completed and available to the appropriate recipients, acted as liaison with other interested parties etc.

In the situation outlined there appears to be no-one taking responsibility or making clear who does what!

Whenever a project goes like this cover your back in writing! Escalate if necessary whilst being as flexible as possible in what you are asked to do. But there should only be one person asking you to do major tasks, and they should be making it clear what they want you to do, when it is needed by and how it fits in to a wider picture.
