Holiday pay entitlement differs on Gov site

Hi have gone from SE to employed last Dec 2014. I get 28days holiday at present on a zero hrs contract, but because we all do regular hrs the new external HR team helping the boss has told her we are actually all working the same hours each week so our contracts are changing.
These are my hours at present Mon 6.5hrs, Weds 6 alternate weeks 8hrs, Thur 4.5, Fri 5.5 Sun 4.5
If I use the Gov site and put it in hours per week 27 or 29hrs worked I get 162hrs 24mins holiday.
If I put it in as days worked 5 per week, it gives me 28days holiday.
She has asked me if I can change my hours around to make it a 4day week by putting my Fri hours onto Thurs and Mon, giving me the Fri, Sat and Tues off.
I quite like the idea but by doing that it will only give me 22.5 days holiday a year.
I work bank holidays at the moment and we only have Xmas day and boxing day off, we have not been told if these days are in our holiday entitlement or not yet.
I work with mental health people taking them out and about and to be honest it will be a bit of a struggle changing the days as they see carers and do other things on the days I don't see them, but I could make it work if I was given an ultimatum to do it.
The reasons given are that because I live quite a way out of town 14miles she is having to pay our petrol to and from first and last clients, by moving them she will only actually save 17miles to and from my Fri visits as one is local so 3 miles to and then 14miles back again which is £5.95 for Fri or £23.80 a month.
Have I missed something please as I think this might be the real reason she is asking me so she doesn't have to pay me 28days holiday.

Stating your holiday in days makes no sense as you don't work the same number of hours each day. On what you have said I would calculate your holiday on 28 hours a week (on average) giving you 156 hours and 48 mins. I would expect that includes bank holidays.0

If you work 5 days per week, you get 28 days holiday. So you could take 5 weeks and 3 days off. (You are 2 days short of a 6th full week>)
If you consolidate that into 4 days per week, you'll only need to take 4 days holiday to have a full week away. If you are given 22.5 days leave, you'd get 5 weeks 2.5 days off. (You are 1.5 days short of a 6th full week.)

So it is roughly the same as I obviously wouldn't get paid for the days I don't work anyway.
So if I move my Fri people and gain another day off, I am not actually losing anything am I as I do not get 28days flat but it's worked out in hours off, is that right please, struggling a bit here cheers0 -

Yes, that's right. If it was worked in days someone would lose out - ten Sundays off would get you 45 hours holiday pay, but ten Mondays would be 65 hours. Doing it in hours balances it out.0

Is the service being run for the benefit of service users or the whims of a tight fisted employer?
If the service users already have existing arrangements in place for the days you don't see them then surely any changes she implements will have a negative impact on them, their carers and any other stakeholders involved or doesn't your employer really care?Don’t be a can’t, be a can.0 -
She does care, it is only a small team of 5 including her, she hasn't taken any pay for 2 months to keep it all going as she doesn't want to let people down.
Shes been on a learning curve, she took us on as SE then realised we weren't at all in the 3rd yr of biz, then had an accountant who misinformed her leading to lots of changes having to be made, including now taking us on as employees and now having to pay us holiday pay.So although the business has been chugging along nicely and is very valued within the dept but it's costing her money.
We do have private clients too
I can do it by moving two people and just do 2 longer days, but one of them I cannot move as I already see them 3 times a week and the other two days he is out seeing a friend, so I will have to still see him on a Friday morning, he is local and only I only see him for 1.5hrs so it isn't a problem.
