I think this is an important step towards a greener future, and maybe Local Councils should be made aware of the possibilities.
For example, in Peterborough they welcome new suggestions in ways to recycle:

The campaign will include:
Sending out a detailed guide to residents
visiting local areas with a recycling roadshow
Attending residents association meetings and Councillor surgeries
