YoYo ing tax code

My tax code has been going up and down numerous times since December last year. One minute I'm on a normal tax code - 1084L (includes shoe & laundry allowance for work) and the next I'm down to Basic Rate. I have received approx 20 letters in this time all changing my code up, down and back up again. I earn less than £30000 per year, have worked for the same employer for the last 14 years and nothing else has changed. No company benefits, no allowances etc. Most of the time I have been able to sort it out with the tax office before payday but a couple of times this has affected my pay as it happened right at pay time and nothing could be done about it.
Each time I have had to sort it out I have spent approx 1/2 hour waiting on the phone for the tax office to answer. They tell me I have 2 employee numbers and it's all to do with Real Time Information they receive each month from my employer. I have discussed this at length with my employer and they insist I only have 1 payroll number. Yet each month I get paid it seems to generate a second number and my tax code bounces straight back down.
I am constantly being told that they have sorted it out and it won't happen again but each month it does. I have written a letter of complaint and even received an apologetic phone call along with compensation from them for the trouble and stress it has caused me but it's still happening and it's driving me nuts! My second complaint was treated by sending me a generic letter, explaining the problem, that they were sorry and it won't happen again! Yeah right! Today I came home to yet another brown envelope and yet another bounce in code back down to BR.
I don't know where or who I should turn to with this to stop it from happening. I could paper a wall with all the letters I've had from them and my patience is now wearing thin.
Can anyone give me any advice?

Is your national insurance number correct on all communications? I am wondering if somebody has used the wrong number?? Do you know if it is the same company they have the information for? If so you will have to go back to your payroll and insist that they track it down, it could be that somebody has given the them the wrong Nino or they have input it wrong0

Yes, NI number is correct. I work for the NHS and all pay is dealt with electronically. For some reason a 2nd payroll number gets generated each time I get paid. The 2nd number goes back to the days years ago when I used to do bank shifts but that stopped years ago. I've only recently (last 10 months) started having probs. I've spoken to my payroll dept who are insistent that I only have 1 payroll number. The problem is the tax office and to do with the Real Time Info. This is why I'm asking who I take my complaint to now seeing as the tax office can't/won't/don't seem to be able to solve it. Other than handing in my notice and going to work somewhere else entirely, which I don't want to do, I'm utterly powerless it would seem and completely fed up.0 -

You could ask for a SAR to see exactly what they are receiving.
Employer has emphatically stated the problem is coming from new computer software used by tax office. I'm not the only one who is having these problems. Payroll have been in contact with tax office many times about the problem. Everything the tax office has suggested to prevent it from happening has been done but it still keeps happening. The problem is coming from tax office not employer.0
