National insurance Exemption Certificate

Hi
I am currently fill out a form for a Council Tax rebate - basically I have to provide them with details of previous self employment.
The form asks me 'do you hold a National Insurance Exemption Certificate?'
I hold a 'Small Earnings Exception' certificate, which relates to 'Class 2 National Insurance contributions (NICs.)
Could some please confirm that the above is the same as a 'National Insurance Exemption Certificate'?

It sounds like they want to know if you have a small earnings exception certificate. That is the certificate that was issued upon application to self employed people who had earnings below a set limit each year.
This certificate is no longer being issued as Class 2 (self employed) National Insurance contributions are from the current tax year to be collected along with Self Assessment. There is now a small profits threshold, and rather than issue a bill or a small earnings certificate anyone below the small profits threshold simply won't have to pay National Insurance. It will be applied automatically rather than anyone having to apply to be exempt.0 -

Thanks, yes, i think you are correct, it looks like they are after the 'Small Earnings Exception Certificate.'
I know that this certificate is now technically obsolete.
