My understanding is that the High Court is the way to go in terms of speed because they have more power to seize goods if required whereas I believe bailiffs have to give more notice. At least, High Court enforcement officers can turn up on your doorstep and won't stop until they get what they need, most of the time. So you would want to get this referred and get a High Court order to speed up the process.
