so how could a police officer (or a PCSO for that matter) tell at a glance what is being smoked, real or e cig and if someone is 18 or over?

They give notices out over tanoy in our centre saying this is a clean air zone and no smoking, no e cigs;)

asda have a meal deal on main side desert for 6.50, the lasagne compares 5.50 to 5 @morries only a small one but that meal is good value in itself so was a bonus to find
