Patching torn in knee jeggings

DD has some fave ever jeggings that have worn through on the knees. I have ordered some cool patches from ebay to patch them up - but should I sew up the tear first? And should I strengthen with fabric inside as well as the patch on the outside? The whole knee area is thin as well as the tear, I am concerned that just sewing up the tear will then rip . .

You could get some lightweight iron on interfacing and iron it on to the inside of the knee area first, to strengthen the whole part that's going thin. The interfacing would need to be larger than the patch, which would then give you something firmer to stitch the patch to.0
