Relocation policy clarification

Hi all,

I have now been in my job for two years and I have been offered a promotion to a role which will require me to relocate again. Work has offered me a 3k relocation package to help with this but the relocation policy is not very clear about what is considered a permissible expense. They just say the " Financial assistance would be limited to the costs/items permitted by HMRC". Needless to say the HMRC policy I can find is a bit ambiguous and is extensive in length

I'm currently in rented accommodation and plan to move into another rented property. Of course I will use the majority of the package for removals and some towards agents fees but what else would be a permissible expense? I know a housing deposit/bond unfortunately wouldn't!

This month I'll likely be paying for two properties due to the notice period and first months rent, would covering one of these be acceptable?
