Help with HMRC issue please

Hi, 2 years ago HMRC wrote to me saying I had a tax rebate of £1100. They said they were going to send me a cheque. The cheque never came so I asked them what happenned. They said the cheque had been cashed. I didn't cash it!
So I had to do a police report and HMRC said they would pass it onto their fraud department.
Now this was 2 years ago - I have been phoning them which takes about an hour to get through every time! I must have phoned them at least 10 times to chase up and find out what's been going on.
Everytime I phone up I get the same answer - "that the fraud department cannot be contacted by phone and I have to do it via the helpdesk and they would pass on my request for an update and they would get back to me"
EVERY single time I do not get an update on the situation and I'm getting a bit tired of it.
Is there anyway I can get this escalated?
Who to contact and how?
Any help would be appreciated. £1100 is a fair bit of money to me.

If you are unhappy with a service that you have received then you should try and follow up the complaint in writing (not over the phone) and make sure all correspondence is sent recorded delivery and that you keep a copy. If the final response from the HMRC is still unsatisfactory you can escalate the matter further.

Although phoning usually seems like the quicker option, if you are complaining about something, you should always follow the correct complaints procedure, and do it in writing.
HMRC are notorious sticklers for following correct procedure, and using the correct forms etc.
