Dad appears to have moved to France, what to do now?! REMO?

OK, following on from my previous thread, my son went to his dad's house last night so the cat's out of the bag. He is desperately hurt and very angry (as am I). According to his friend's parents dad's now living in France but hasn't yet bought a house. No-one seems to have an address but if a plan comes together we'll have some form of contact details by tomorrow night. If not then I have no leads, he didn't even tell his mum he was moving!
I have a County Court Consent Order from 2001 stating that periodical payments be made until "age of seventeen years or cease full-time education (whichever shall be the later)." He's not paid a penny for the last two years.
Son is continuing in full time ed for the next academic year (2015-16).
I've read through the 20 page REMO thread and TBH I'm not feeling very much wiser than I did before I started (ongoing health problems compounded by a brain aneurysm last year mean my ability to understand/ recall are somewhat impaired). And then I looked at the application form and just wanted to cry, I simply couldn't make sense of it.
If anyone feels able to walk me through what my options are in baby steps I'd be very grateful. I'm not currently in a position to spend out on a solicitor atm but could probably find a bit in a couple of months time for specific tasks/ court fees.
