yep, im well aware of discrimination based on a proected characteristic, but hiding ones stuff and making a person the butt of their jokes is not really going to be covered by that.
General bullying is another matter entirely and not illegal as stated.
Its usually a good idea to raise with managment, but as many of us know, managment are sometimes involved in bullying and reporting staff members can sometimes make things worse, kinda making yourself 'the grass who cant take a joke' character. Guess it depends on the type of company too, if there is a head office with HR or wheather its a small central company.

She said she told the colleague who found some of her missing stuff. Just said there was teasing going on.

He sounds like a tw3t or a more rude description, a horrible situation to be in as it sounds like schoolboy antics.
If their an attention seeking wh0re then just ignore them completely, if they don't receive any positive or negative attention, then they may get bored and stop.
Or unofficially, and out of work, tell them to politely to F:%$ off or slap them around the face. Bullies tend to be cowards and don't like victims who fight back.
If she works in a professional open-planned office then next time try to openly embarrass him by exposing him as the child that he is acting like. Although if its call-centre type of environment then this might not work since I hear that the type of people who work in such places are generally college aged idiots who all act out due to the mundane nature of the job.0 -

She asks him questions about work and he ignores her.
That's not a practical joke...
A little light teasing is something that goes on in most work places but when it becomes something that makes a person uncomfortable, and the culprits are aware it does, then it's bullying.0 -
Update. Another incident today.
She has reported it to her supervisor.
Now to wait and see what happens.0
