Does anyone know if it is possible to buy, and where, ex-government or ex-health service, or ex-educational, IT equipment and computers, wiped of all data of course ! I wonder what happens to all the old computers and printers etc.

sometimes they end up at local auctions

I doubt you would get it these days due to the DPA as even wiping them clean may be an issue if it was over looked and then the place it came from is open to fines from the ICO, Better off looking at bankrupt stock/sales and auctions.0

AMI in Mallusk used to be the place to get stuff, but they seem to have tailed off.
They used to big on Ebay. - http://stores.ebay.co.uk/AMI-PC-SUPPLIERS0 -
Lots of places (charities, libraries etc) will donate to Camara, not sure about government, but this probably makes better sense than scrapping them. I would imagine they need to be much stricter about stripping things down and ensuring they're completely wiped of data.
