I would suspect that the sticky is rubber band rather than leather and has left a coating. I retrieved a pair of swimming goggles from a bag that were around 10 years old and the strap was sticky and horrible, I was lucky it hadn't touched anything else but even removing the strap had me coated in sticky stuff. Maybe try wd40 on a small area, it removes sticky stuff on doors etc0

There are strips where the band has been but also patches, I think, where they touched each other, but the problem hasn't affected any of the other shoes in the box.
Mavvymoo is right, it does seem to happen to shoes and handbags in storage, and white vinegar or nail polish remover is said to be the remedy.0
