I've just checked in my copy and at the beginning of the book Nelly is the housekeeper at Thrushcross Grange, where Mr Lockwood is staying.
and
"Ellen, or Nelly Dean, is the housekeeper of Thrushcross Grange as the novel begins and is the servant of both Catherines. "
