Halfords 3 for 2

On August 1st I ordered 3 helmets on Halfords' 3 for 2 offer - 1 for me, one for the wife and one for one of the kids. I got an email saying 2 of them were being delievered and the third would follow. The wife's and son's (the free one) turned up but there was no sign of mine - no email, nothing. Tonight I went on the live chat as on the website the status was 'being picked cancelled', which means nothing, and the lad said it had been cancelled. I asked why but he didn't know (still showing in stock, but for collection). I asked if I had had a refund and he said I wouldn't as part of the order had been cancelled. That's not my fault! Why do they think I should be out of pocket due to their error/incompetence/lack of customer service? He said he would pass it on the the 'management team' in the morning, whoever they are. I said I expect reinstatement of my order or a refund for the one they failed to deliver. Are they just trying to rip people off?
