An Off Peak Day Return (CDR) without discount should be sold for the adult, at £27.20, in order to comply with the T&Cs, but an Off Peak Day Single (CDS) with discount, at £5.15 should be sold for the child.
If you were charged more than this (ie, the child discount was not applied), I recommend writing to customer relations at the relevant company. If your daughter was misadvised at Scarborough URL="http://www.nationalrail.co.uk/stations/SCA/details.aspx"]SCA[/URL station, that would be TPE. If they refuse to issue a refund of the difference, you may escalate your complaint to Transport Focus.
