Halifax contact indemnity insurer after valluation

Hi all,
Last week Halifax approved the valuation for the property I am looking to buy. The property is a new build which no one has lived in previously.
I thought I would get a formal offer after this point. However, now halifax want the indeminty insurer to fill out a form even though we have supplied them with the approval certificate.
Has anyone had this with the halifax (or other lenders) previously and how quickly before they send the form out?
It has been 5 weeks since the application was submitted.

Sorry I should have provided a better explanation.
The new build was built by a private developer , but does not have the NHBC warranty. Instead it has the architects certificate / professional consultant certificate.
The valuation has now been done but halifax have sent a form to the architect who issued the certificate to sign. They will then issue an offer once the signed form has been sent back.0 -
