endowment miselling charges

Hi some advice needed.
Some 2 years ago I was going to proceed with a claim against my endowment company for miselling I found it too complicated to deal with so I asked a company to deal with the claim. I changed my mind on proceeding as the amount was quite small less than 4000 pounds.
I did inform the company concerned that I was not going to proceed and I did this by phone which I did twice, and as I had not filled in the application form to make a complaint I assumed that was the end of the matter .
now 2 years on the company is asking for £350.00 for admin but no work has been undertaken I did not even fill in an questionnaire for the mortgage company, I cannot understand how I can be charged for non existent work.
what is my position on this matter as this is the 1st letter I have recieved and they are threatening legal proceedings any advice appreciated.
regards league
