I recently had a text from Capquest, called them and they say they bought a debt from Santander and I owe X000 pounds. I told them this debt was dealt with by a full and final IVA in 2010. They said I would have to provide them with details to prove this. I told them to send their request in writing. Are these people breaking IVA rules and acting illegally? Should I respond to them any further if they do write to me? Any advice would be appreciated.

Perhaps not illegally, but if they are chasing debts which they know or have records saying they are in an IVA then they could be guilty of harassment and breaking FCA rules.
I would make a formal complaint telling them that you will be reporting them to the FCA, and taking them to the FOS if they do not desist.Free/impartial debt advice: National Debtline | StepChange Debt Charity | Find your local CAB

Ok, first off, don't phone them again, what they have told you is a load of old tosh.
The onus is on them to prove you owe the debt, not the other way round.
You are correct in the assumption they will be in trouble if they continue to chase this, once you've told them it was settled via an IVA.
Do you have any paperwork relating to this ?
If not, I would suggest contacting your old IP's office, and requesting a copy of your certificate of completion, then, to put this to bed once and for all, send Crapquest a copy.
