Halifax and Colleye's bad communication

Hi all,
I have applied for a mortagage through the halifax for a new build flat. The valuation was done 2 weeks ago but Colleye's are still awaiting recipet of the CML discloure of incentives form. This was signed by the developer and sent to halifax on Monday who acklowged recievening the document instantly and said they would send it to Colleye's within 2-3 days.
It is now day 4 and Colleye's are pestering my estate agent for the form. We have informed them that Halifax now have the form but they are threatinig to value the property at £0 if they do not recieve the document by tomorrow.
Are they being serious or is this a meanigless threat? Surely this is all down to bad communication between halifax and colleye's

Should have mentioned the documents were sent by e-mail, not post. Halifax ackloweged they had recived the document.0

The CML incentive form should have been available to the surveyor at the time of the valuation inspection. It should not be sent to the lender.
That is normal for newbuild. Anything else and people are having to make special arrangements because the builder wasn't properly prepared.
Stepping outside the norm means delays as things go off their usual quick track and human beings have to get involved.I am a mortgage broker.
