Employed & Self employed NI contributions

We have tried to find answers to this complicated question on HMGov site & there are many conflicting answers. Since 1991 my husband has done exam marking for a professional body in addition to his full time employement. the self employed income has never gone over the small earnings limit and he has always declared this on tax returns. He really cannot remember if he had registered for self employed NI in the past or if he had to. I believe he thought that he didn't have to as the rules where that his self employed earnings would be covered by his employed earnings.
Two questions really . one - should he have paid NI contributions and what sort of penalties are involved.
2. He is now retired & not of pensionable age so not paying class 1 NI but very small earnings from exams. I understand self assessment will calculate liability,Is this correct?
Can anyone advise please.

    unlike tax, NI for PAYE and SE are worked out independently.

    if his SE earnings were below the annual NI exemption limit then he would have no NI to pay.

    his current situation is that, NI will be calculated as part of his tax return : if the total is below the NI annual limit the he will pay no NI

    Thanks Clapton for your reply one of our worries is that he doesn't know if he has actually registered as self employed and if he had to. As he is no longer employed should he be registering for self employment and will he receive a penalty for late registration.
