Harvey's failed to fix - advice?

I brought a matching set of sofas from Harvey's late last year, only to have them delivered it damaged (i.e. a foot of the sofa was completely broken off, the stud was completely removed from the frame).
Obviously not happy, I complained and reluctantly agreed to a repair, I knew that the repair would never be 'as new' as mdf splinters making the hole bigger.
It would never be the same sofa I saw in the store. however I didn't have much choice, the design had been discontinued.
A few months ago the foot broke off again (the insert fell out the foot with it), so again I am stuck with a wobbly sofa, I don't class this as fit for purpose or lasting a reasonable time.
I have spoken to Harvey's who promised that the repair team would be in touch by Wednesday if they could not fix then it would be passed to the "resolution team".
Questions are:
If this is passed to the resolution team, what power do they have?
Can I refuse a repair that will not last?
