    You might not get lots of responses as there aren't many people on here with knowledge of Scottish procedures.
    As a starting point have a look here: https://www.nationaldebtline.org/S/Pages/default.aspx - that's a link for the Scottish national debtline.
    In terms of making people bankrupt then I don't know about Scotland, but I believe they are quite ferocious in England and will certainly make people bankrupt even when it means they will get little/no return and the debtor is trying to make the repayments :(
    Hopefully National Debtline will steer you in the right direction and I hope you are able to come up with a suitable repayment plan for HMRC.
