Solar phone charger

Hi all - my neighbour has a "SilverCrest Solar Power Bank SLS 2200 B1" that he bought from Lidl. (I'm in his house now!)

He has switched it on, it is sitting in full sun and plugged into his phone charging cable point, but there's no sign on his phone that his phone is charging - there's no little "lightning" icon. He seems to be following the instructions. Anybody who has one of these know what he might be doing wrong?

The reviews on hot deals uk seem pretty negative. And tbh no surprise, the solar panel is a gimmick on something that size. You are better of buying a power pack with a 10000/20000 mAh battery if you need offgrid charging.
