Reduction to 10000 allowance

I have been unable to find an answer to this anywhere. The tax relief for higher earners is to be capped at 10k PA from 2016. What happens to carry-forward. Is unused tax relief from 2015 and 2014 still to be available in 2016?

The guidance isn't as comprehensive as I would like but indicates it will continue as normal. See the Carry Forward section.
