How do I ask for an exemption certificate for low earning for NI contributions please?
I cant ring up, can I write and ask for one?
I thought use form CF10 to apply for an exception from Class 2 National Insurance contributions if you are self-employed and your net earnings from self-employment are below the relevant threshold.

Why not ring or email them?0

The cf10 forms have been stopped, it will kick in April 16 when you do the tax return at that point, and it automatically will apply an exemption then. You do not need to pay contributions in the mean time. ��0

So thats next April, what about this year?0 -
You do your tax return for this year after April 2016 so until then you don't have to pay any contributions and it will be sorted out when you do your self assessment for the 15/16 tax year.0
