do not want replies from people who say I should just pay it and be happy!! not interested in that, alot/most other countries do not have it and it is double taxation.... my mum (no dad, at all so no double allowance ) has recently already downsized from high value london house and moved to her Spain flat, due to arthritis…

It's £325,000, the house sale is done and dusted the new provisions are for future sales starting off at £100,000 and rising to £175,000 by 2020.
She could return to the UK, buy a house and live here until 2020 then move back to Spain. That might work
