By definition, an ex gratia payment is a "goodwill" gesture.
It would appear that your father did not join the scheme or did not contribute long enough to be eligible?
This still leaves your mother struggling so you may need to see if there are other ways of improving her situation.
Is she eligible for any means tested benefits, notably pension credit?

Another thought, would your mother be eligible for any grants from charities associated with veterinary medicine?
