getting back money from bailiffs

My car was recently distrained by bailiffs acting on a court order for an overdue parking ticket.

Can anyone tell me exactly what the requirements are for bailiffs to attempt to contact those they are planning to distrain against? I received no warning, either written or verbal before the vehicle was removed. I was also unaware of the original offence and unaware that any legal action had been taken against me

Secondly, I have written to bailiffs and council responsible asking for all the information they have about this and have recieved no reply from either. Is this information covered by the Freedom of information act? And if so what penalties, if any, can I threaten each party with in order to get a satisfactory response?

It cost me just under £1000 to get the car back!!
