When Care In The Community Goes Wrong

I live in a small block of Housing Executive flats , a HE tenant in the blck has been howling (screaming, shouting) day and night for the last 7 months. He has also thrown away all his belonging and lifted the carpets - cos he believes they are evil or cursed. He is drinking a lot and lossing weight.
I have contacted the HE Community warden who have told me that a social worker called on him and reported back that he is just doing a spot of DIY and is much better now (that was two months ago).
The police have been called, but they have not yet heard him scream, they call striaght at his door ask if he is alright and then leave.
I have alerted his mother (who visits him about once a week), she just nodded and said yes he is looking thin.
I have contacted other departments that house people suffering from mental illness, but they will not help me cos I am not a family member.
He has phoned an ambulance twice this week to take him to hospital, (cos of pains in his chest), but the hospital discharge him after a few hours.
Sorry about the rant, but lack of sleep is now damaging my mind. I work full-time and am now worried about what else this man will do to his flat, himself or others living in the same block.
Can anybody give me a phone number or advise on who I can contact?

i suggest you should get your local police station number and call them when he's having an 'episode'( dont call 999!). call them to your house not his and just let them observe his behaviour.It will be put on record and you will get a reference number even if they simply leave without approaching him.
when it happens again phone the local station and tell them your reference number and ask for the police officer who delt with the first call out to attand the scsne again.All this will be recorded and i suggest you keep it up,call them EVERYTIME he screams ect and pretty soon it becomes a case that will be refered to social services as the police wont want to be attending the scene for very long!
I applaud you for your concern for your neighbour who quite obviously needs help and although it must be affecting your sanity by now i hope you can see it through and be the only person to get this man some help!

Thanks for your reply, have chatted to a community police man about it - he knew who I was referring too - and he kinda said the same thing. Problem is he could be screaming, then nothing by the time police come.
Not sure about having the police come to my door as the Community Warden told me he does have a nasty side, Maybe go downstairs and prostpone them till he starts howling again.
