Funding for Level 3 Award in Education and Training (PTTLS)?

I'm wondering if anyone knows if its possible to get this course funded? I'm currently on ESA however my local college only offers fee remittance for benefit claimants who are under 24 for this course. I do technically have this qualification already (I did an FE PGCE which I was unable to complete due to a blunder on the partnership college's part) however as its a letter saying that I have completed assignments which are the equivalent of this qualification I can't use it when applying for jobs. I no longer wish to go into teaching but I've been told this qualification can be useful for the kind of work I'm hoping to do in the future (mentoring, third sector).
