What is the best tracker mortgage rate you have or seen?

We got a 0.17 plus base rate mortgage with Woolwich in 2007 with 60% down with no fee.
The Woolwich rep who was leaving said it was a super offer. Did they ever go lower than this or even "base rate only" trackers?
