To be honest in most cases there's nothing the council (or any other requesting agency) can do if they are requesting the direct debits and the bank are rejecting them as it's out of their hands.

There's also not a great deal the ombudsman can do - in the first instance they'll only look at a case once the council complaints procedure has been exhausted and n the second they cannot force the council to do anything, they can only give their opinion in the matter.

Maybe so, but an apology, and a little understanding may go a long way, don't you think ?

Possibly about the way the OP states they have been spoken to - but the rest of it may well be outside of the council's control.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

Pay by standing order instead of direct debit.

This. Forget worrying about an apology, chances are it's a banking glitch and not a human error. Paying by SO is you giving them the funds, as opposed to them requesting it.

If the banking set-up/council etc can't help, do it for yourself and call it job done. Not ideal I know and an apology would be great but it doesn't resolve the underlying issue. HTH?

Thanks for your help everyone. The council have apologised this morning and confirmed it was their error. They have reset up my direct debit and are speaking with the staff member involved for not investigating the problem correctly, win for the little guy!
