    To do that they would have to wait 5 years before selling, then try to join a waiting list for HA properties. Their acceptance and position will be based on their current situation and reason for it. If they are eventually offered another property it would be after a long wait and then they would need to wait 3 years until buying again.
    Theoretically possible but very unlikely. Any evidence of this happening with council right to buy?.

    The evidence with council right to buy is the RTB tenants were just an inefficient intermediary in transferring the houses to private landlords instead.

    I really doubt the scheme will even go ahead.

    The housing associations themselves have said they will take the government to court if they try this. If it went to court, the government would back out , rather then face the embarrassing public exposure of fighting a court case against a housing service.
