My point is that the ntk was served outside the 14 day window. By doing that, the PPC can not pursue the RK.
If the RK states that they were not the driver at the time and states they have witnesses only a crooked assessor could come down in favour of a PPC who failed to follow POFA timescales.

I received a PCN in Feb from VGC...I appealed via email within 14 days. I got an acknowledgment email from them saying they will respond within 28 days. No reply recievd and now I am receiving threatening letters from Debit recovery plus. I did a mistake writing back to VCS saying that I made an appeal within 14 day and was crossed to recieve letter from DRP.
Today I received a more threatening letter from VCS saying that apeal time is gone, they will not acknowledge any correspondence from me and I can only respond only to DRP by paying the fine asked. DRP also sent another letter with threat to pay by 05/06... Fee asked is £160 (original charge notice was 100 (60 if paid within 14 days)
Bit worried now...can't really pay £160. Want to ignore their letters but wish to avoid any court action as well... They have not even acknowledged the fact that I appealed within 14 days and they didn't responded. I also feel parking charge is too much for 20 min park in a private parking area.
