    Yes I understand what your saying, remember, you are under no obligation whatsoever to provide them with any personal information, you can tell them you are not prepared to divulge that information to them, or to anyone else.

    It depends - if the council have delegated the power to the enf agent to issue notices under regulation 36 then this would legally require the provision of some personal information by the OP (albeit a limited amount of information) on service of the notice.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
