For part-timers not being treated less favourably than full-time staff (and therefore pro rating to the full-time annual leave entitlement) you could refer them to The Part-time Workers (Prevention of Less Favourable Treatment) Regulations 2000.
I agree that it is difficult to find any online calculator which does anything other than use the statutory minimum as the starting point.
You could try referring them to the ACAS helpline but I suggest you check with ACAS first to ensure that they do understand it is not a calculation of statutory holiday entitlement that they will default to even when you tell them a full-timer is entitled to more. ACAS phone helpline staff have a certain reputation which raises doubts about their being able to deal with anything other than the minimum.
Maybe their "HR Specialist" wasn't a specialist in holiday entitlements or numeracy.0
