Whats your monthly repayments at the moment on the 0% cards and have you been paying down the debt for the years that you mention?
For information, the cheapest £15K loan on the meerkats over 60 months is £275 a month, a rate which you will not be offered.
If you do somehow manage to borrow £15K for debt consolidation you will probably be offered 4 or 5 times the minimum interest rate avaliable so the possible monthly repayment will be in the region of £350-£400 a month for 5 years.
If you can afford £400 a month now then you should start overpaying these cards before the interest starts, I wouldn't put too much effort into sorting out why you have been declined for a £15K loan when you owe £15K and your salary is £30K.
