Single person discount...council tax

I'm not sure if there's a special board for this but it does relate to debt and I'm comfortable with you lovely lot 
Ok, last year when my daughter went to work in the States, I applied for and received the discount. When she came back to live with me I obviously declared it and had to pay full whack. No problem!
She is off to the States again to work next week then on her return is straight off to Uni in another city.
I called the council to apply for the discount and gave the date she was leaving. Today, I received a letter from the council stating I'm not entitled to the discount until she starts Uni?!
Questions before I ring in the morning are.....
Can I appeal this?
Do each councils have their own rules stating criteria?
As I qualified for the discount in the same situation last year, do I mention it...could they decide now that I shouldn't have had it? And ask for it back?
The saving for me is around £50 per month so is a lot of money to me

I would telephone on the basis that they appear to have misunderstood the position. Your daughter is moving out next week and has no plans to reside at the property for the foreseeable future.

Yes, someone not too bright has mis-read your notes and generated an incorrect letter. It happens all the time with my council.
Phone and hope you get someone with a brain cell. If not, keep trying until you do.
Try to use words of one syllable.0
