Barclays Stepped Mortgage 95% non HTB?

Is this for real?
Barclays seem to be offering 95% mortgage that beats HTB on a 5 year fix
The higher rate of payment is 4.19% which is significantly below the 4.89% the other best 5 year fix HTB mortgage rates are set at.
Am I missing something ? Seems like it should be too good to be true :j

5 Year Stepped Fixed - Purchase Only
3.59% fixed until 30 Jun '16, then 4.19% fixed until 30 Jun '20
95% (max) of the value of your home (Max loan £500k)
The higher rate of payment is 4.19% which is significantly below the 4.89% the other best 5 year fix HTB mortgage rates are set at.

I think you will find this is a website error - the detail will probably be gone today.
This product does not exist on the product update we brokers receive.
