Sorry still way too early in the day for me to work that out and be confident in my answer:) Most people seem to be saying c though
Although it says 1 winner will win £2000 the terms seem to suggest 2 winners will win £2000
ETA - Looking at the terms more carefully I think there will be another question at some point with the second prize of £2000 being awarded for answering that

I do see where you are coming from but I wonder what answer they want as with 20 million people the stadiums would not be full if the answer was c. I think they should have found a question where the answer was exactly 20 million really0
