A detailed support letter for CV?

I'm applying for a job at a charity which helps children, parents and homeless people. I've had to print out a 8 page application form which I've filled out but what they seem to be more interested in is a detailed letter. They want me to sell myself as the letter has a considerable influence on who is short-listed.
I was wondering if anyone has done one of these? Is it like a puffed-out covering letter? Should it be very personal or keep it formal. How long should it be? I really want to get this job, it's for a HR position but no experience needed.

Sounds like the letter is a the equivalent to application questions - it is on this that a person will be shortlisted.
I'd keep it formal and refer to the JD and person spec (assuming you have one) to keep the letter on track.0 -
Once of the key goals of most charities is to raise money and they are always competing with other charities for cash.
Perhaps this letter selling yourself will show them skills that they can use in communications to sell themselves. I would approach it that way, keeping it fairly short but snappy - telling them why they NEED to interview you and how your skills and experience can benefit them.
It shouldn't be too long - it has to grab their attention in the first half page and make them feel like a missed opportunity if they didn't interview you.0 -
IF you can, put it on *good* paper too if you can, make it physically stand out from the others.
I have thicker, cream paper I use for this sort of thing
