There's no reason to go with 2010 over 2013, unless you can get hold of a copy of 2010 cheap/free.
Office 365 is quite nice if you have a family, as you get to install it on up to 5 machines. It's a few quid a month, but nothing dramatic, and you get unlimited cloud storage which is worth its weight in gold if your PC ever dies...."You did not pull yourself up by your bootstraps.
