    The discount is paid to the housing association by the government so they need to ensure no sharp practice is going on.

    There is no sharp practice going on. I am gifting her the money so she doesn't have to pay rent and so can retire.

    The question is why do the Housing Association want further details of this gift and could it screw up the flat purchase?

Money was "loaned" left, right and centre to enable people other than the tenant to scam the scheme.

    Some people lie about all sorts of benefits. Does that mean they need not be questioned and challenged?
