How do I get my money from them?

I am hoping that someone here will be able to give me some advice about this annoying problem I am having.
In my efforts to be debt free by the end of this year, I took out a cashback mobile phone contract through a local company for both myself and my husband. They have given all my cashback cheques on time in the past but all of a sudden they are stalling. I am waiting for my June and July cheques now and they are telling me to wait until September!
They say it is because they are being investigated by the FSA and because of new laws governing cashback deals. They put the phone down on me and are very blunt and keep telling me contradictory reasons and stories.
If this continues how do I pursue it? Should I go to a lawyer / debt collector / small claims court or what else can I do?
This is really giving me trouble because I rely on the cashback (£100 a month) to keep my account out of overdraft and I am already 2 months behind and I am getting worried it is snowballing. Please if anyone has some advice I would be grateful.

Have you spoken to your Trading Standards officers at your Council? They may be able to help or may have some info on the situation in general....0

I don't want to mention the company name but it is a small private company, just the one store. Not a chain or anything. By the cheques he is trading as a sole proprietor. I will get in touch with trading standards at the council.0

You should prepare yourself for never being paid the money.
As he is a sole trader then it sounds like he may be struggling financely...better to plan for no payment and be pleasantly surprised if he pays up than the opposite.0
