And my original point was, of Parliament tries to pass a tax act that says 'this act may not be rescinded for 5 years' it might be a breach of parliamentary rules.

Not sure if it is a breach of rules, but the simple fact is that you can't bind parliament for any period of time. It could be passed tomorrow and repealed in a weeks time.

    Nor was that the point.
The point was, Cambridge Dictionary says the term 'unconstitutional' means "not allowed by the constitution (= set of rules for government) of a country or organization"

And my original point was, of Parliament tries to pass a tax act that says 'this act may not be rescinded for 5 years' it might be a breach of parliamentary rules.

The existence of the Climate Change Act 2008 demonstrates that your argument is not correct.

    Of course.

If parliament were to pass the Squirrels Act 2015 making it law that no further mention of squirrels is permitted by any future act of parliament, then any future parliament would simply have to repeal the Squirrels Act 2015 in order to start talking about squirrels again.

    It's not that difficult really.:)

Of course you would still be allowed to mention Squirrels in parliament, just not outside the building. The House of Lords would however have to repeal the act as well as the Commons, so there could be a delay.

Knowing the EU they could order compensation to be paid to Squirrels if their "Human" rights have been infringed.:)

Go on then, I will agree with George Osborne for a change! Here's what he said in 2009 as Shadow Chancellor:

Yes that Osborne quote was replayed on lunchtime radio news today with the radio journos chortling over it. In general the read my lips no tax rises law is getting a LOT of media scorn.

He obviously doesn't even trust himself if he feels it should become law to stop it!
