at my wits end...please HELP!!!

Looooong story... CSA have done nothing but eff up my case since it was opened in 2004. Am still yet to receive a payment.
After a long line of eff ups they called me a few months ago and they said my case was sorted and I should get my first payment on July 1st...still waiting as the NRP didn't pay (surprise)!
They sent out warning letters and said they were gonna do a deduction of earnings.
However, in the meantime they have effed up again. They didn't tell my ex partner when to pay, so they weren't authorised to set up the order! I had a call from the Debt Initiative Team saying my case had been passed over and I would have my first payment within 12-20 weeks, although when I asked how they said they didn't know!!!!
Does anyone know what this team do?
Also, is there anyone I can complain to? I havfe complained to the Cheif Exec but had no response and the Independent Case Examiner won't take on my case til I've had a final response from the Cheif Exec!!!! Talk about Catch 22 :-s
I'd appreciate any help on this matter

ex gratia payment is a small payment which says sorry for mucking up. To be honest, I doubt it will take all that time to set up the DEO! The only problem is that he may leave his job once he gets wind, in which case you won't get anything anyway! It largely depends on him, but a DEO is quite simple really.0

CSA said they're not authorised to do the DOE as they didn't put in writing when the first payment was to be made (although I did request it several times), they said because of this they shouldn't have even sent out a warning letter and that they have to go back over my whole case from day one. They promised me I would have my first payment within 12-20 weeks but couldn't tell me how. They couldn't even tell me what the team did who was dealing with my case. It's beyond a joke :-(0 -
Certainly put in a complaint and ask for such a payment - they are truely useless!!!0

Who should I complain to?
I have already put in three complaints (one to cheif exec which was ignored completely)
I have been to ICE and they said I need a final response from chief exec?0 -
the best way to complain is via email on the CSA website.

You can do it online and if you have sent one by recorded delivery and if you still get no response then go via your MP who get better responses.0
