I knew for train we start looking at 12 weeks in advanced.

Are you hoping to get cheap tickets? You have to be quick to get the £6 ones, and perhaps book one month in advance.Who having known the diamond will concern himself with glass?

I suspect it varies by route. I've checked one route (Cheltenham to London) for each month from May to the end of the year and they are available each month. Even next week there is some availability.
So a lot longer than 12 weeks seems to be the answer as to when they are sold
But another route could be different both in how early they come on sale and how quickly they sell0
